The two towers were erected in the early 1200s as a way for the towns people to communicate with and worship Lugia and Ho-oh. Lugia is said to have perched atop the Bell Tower that was built of silver, and Ho-oh resided on the Brass Tower that was built of Gold. In 1849 the Brass Tower was struck by a bolt of lightening. The fire was eventually extinguished by a sudden downpour, but the tower was destroyed.

Legend says that three unknown poke'mon were trapped in the tower and perished. Ho-oh returned to the ruins one last time to reincarnate the three poke'mon. Ho-oh gave one the body of the lightening bolt that struck the tower, another the heart of fire that burned the tower, and the last one given the spirit of the rain that put the fire out. Thus, Raikou, Entei and Suicune were created.
